Ugwumba Uche Nwosu today represents a pragmatic answer and testimony as to what young people can contribute in governance of the day if given the opportunity. After graduating from Imo State University Owerri with a Bachelor’s Degree in Urban and Regional Planning, Hon. Uche Nwosu did not rush to secular jobs, his belief in Owelle Rochas Anayo Okorocha while as a student leader took him to Rochas Foundation where his working experience spanned over ten years in different capacities.
Hon. Ugwumba Uche Nwosu remained resolute and passionate about serving the man Owelle Rochas Anayo Okorocha, who he so much believed in and saw in him a mentor, role model and credible leader of repute.
In today’s world, most graduates will seek to work in a multi-national company, blue chip company, Government ministry, parastatal or agency so as to earn fat salary. Hon. Uche Nwosu seeing the need to serve humanity preferred Rochas Foundation and serving humanity to fat salary.

In 2011, after the victory of Owelle Rochas Anayo Okorocha as the new Imo State Governor and his subsequent swearing in as 5th Executive Governor of Imo State, His Excellency wasted no time in appointing his long time aide, committed and dedicated political son into his government as the Deputy Chief of Staff (Operations).
Ugwumba Uche Nwosu’s performance as the DCOS (Operations) got him another appointment in the year 2012. He was appointed the Commissioner for Lands Survey, and Urban Planning. A position he held together with his previous position as Deputy Chief of Staff (Operations), thus becoming the only government appointee with double portfolio in Imo State. This justifies the saying that, “The appreciation for a good work done is more work”.
As the Commissioner for Lands Survey and Urban Planning, Ugwumba Uche Nwosu performed wonders and Miracles. A leader must make the right decision at the right time and moment if he truly wants to succeed. Making the right decisions is one of the most important responsibilities of a true leader, because it calls for daring, willpower, a quick response and a deep awareness of the consequences of the decisions and how they will fit into the entire goals according to Mohammed Bin Rashid Al Maktoum (MY VISION – Challenges in the Race for Excellence).
By making the right decisions at the right moment, a leader can tip the balance between success and failure, overtake others, make something out of nothing and improve the lots of his people, while earning the respect of others.
Leadership is all about being capable of making decisions, and successful leadership is all about making successful decisions. The higher the quality of information on which the leader bases his decision, the higher the chances are that his decisions will be the right one. Deep consideration, consultation, research and thinking are all needed in reaching the right decision. If a leader fails to turn his vision into a decision and that decision into reality then he is a failure according to Mohammed Bin Rashid Al Maktoum.
Ugwumba Uche Nwosu’s appointment by His Excellency Owelle Rochas Anayo Okorocha to the Imo State Ministry of Lands, Survey, and Urban Planning in the year 2012 as the Commissioner was apt and commendable.
Ugwumba Uche Nwosu who is a graduate of Urban and Regional Planning of Imo State University Owerri is a member of Nigerian Institutes of Town Planners (MNITP) and a fellow of the Chartered Institutes of Administrators of Nigeria (FCIA). He can be described as a round peg in a round hole. He is a professional and was appointed to the right ministry where people of his training are normally employed to work as staffs.
Through his professional competence, managerial dexterity and calm disposition, the ministry pursued with vigour the duty of providing land to Imolites for private, commercial and industrial purposes and at the same time developing zonal lands. He paid more than seven hundred million naira (#700,000000.00) as compensation for lands acquired by the past administrations over 30 years for those purposes.
Within three years of his appointment as a Commissioner in the Rescue Mission Administration, the Ministry under the effective leadership of the then Honorable Commissioner, Uche Nwosu, made giant strides and impactful achievements in the following areas to mention but a few.
